I not sure what you want to do. If you want to move through the text of a non-empty command line/command history you can either press Ctrl-O and the use cursor keys or you can use Ctrl-{S,D,E,F}.

I just want to use left/right arrow keys (instead of Ctrl-S, D) without pressing Ctrl-O. In this case up/down arrow keys can be used for panel navigation.
